Adding the Changelog entries for 1.118.0.

(Some of these were populated under "Unreleased" from the big Clojurescript enhancement PR, and are now under a new "1.118.0" heading instead, as per the usual process.)

The highlights in Welcome package's lib/changelog-view.js are probably longer than usual. But I don't see a problem with that!

Good point with the note. I am sympathetic to collapsing or re-formatting the nested list later on down the line if it helps automate things. For now this is fine probably?
