Saved open files are not reopened on restart unless project folder is loaded

What happened?

similar issue to #281, but I wanted to clearly emphasize that this also applies to files that are already saved and opened in an unedited state.

Saved files are not reopened on restarting Pulsar, unless a project folder is open.

What steps are needed to reproduce this?

To reproduce:

Save a text file without a project folder loaded, leave it open. Exit the editor. Reopen the editor.
Now do the same thing but with an open project folder. In this case the file from the last session is reopened when the app is rerun.

Even with the restore setting set to always, files that are open without a project are not restored when restarting Pulsar.

Additional Information:

Expected behavior: saved files are reopened if the restore setting is yes or always, whether or not there is a project loaded.

Also happening on Windows 11, Pulsar 1.114.2024021608.

Happening on Win 11 with Pulsar 1.117 too.

Moreover it just opens with an empty project panel and I'd like that to disappear too. I have selected: Hidden on Startup as a setting of the Tree View App, but it still displays when I start Pulsar and the previously open files do not.
