Eliminate duplicates in Transactions file #11

Doesn't make sense to have any duplicates in the transactions file. So the only issue is comments: Do we keep existing comments? Overwrite that entry? Eliminate duplicate entries if the file was manually edited?

Filter's (or should, haven't tested it) unique. Just need to re-write the transactions file.
