pre-release workflow should create GitHub pre-releases #896

Some of our customers are unable to fetch provider binaries via get.pulumi.com and exclusively rely on GitHub releases, however we currently only create GitHub releases for tags.

So, we used to do this in azure-native, but had to remove it because it cluttered the release view and made it hard to find the stable releases:
