upgrade tailwind to 3.0 #11723

tailwind released 3.0 last month, we should evaluate if we should upgrade and if so do the upgrade

I have a PR up that solves 90% of this upgrade, but unfortunately I hit a block related to Stencil elements (details in the linked PR). I believe I need a second pair of eyes on this, so have it on the agenda for the next FE working group meeting. Pushing this to next iteration when hopefully someone can help me problem solve the remaining issue.

A couple folks have looked at the PR where this is blocked, and I spent some more time with it, and I believe we're blocked from upgrading by https://github.com/stencil-community/stencil-postcss/issues/38. Someone else may have some further luck with the upgrade with some fresh eyes, but for now I'm sticking the back on the backlog.
