Upgrade pulumi-aws to v6.46.0 #1350

Routine dependency update. Use the v6.46.0 version of pulumi-aws.

https://github.com/pulumi/pulumi-aws/issues/4289 java builds aren't working yet because the latest AWS release does not make it to Central. Need to troubleshoot that.
