[feat] add OCI to Get Started cloud providers list #175

Issue details

Now that we have pulumi OCI registry, I want to select OCI as a list item in this drop-down list, beside AWS, Azure and GCP

Affected area/feature

Before this feature being implemented, there is no way new user can be guided to link in following section "Set up your cloud provider"

HAHA, that was also my confustion when I got to know oracle cloud at the first time. I mean Oracle Cloud here.

I'm moving this over to github.com/pulumi/service-requests, as I think this falls under a request for the Getting Started experience on the service (app.pulumi.com).
