Make Enforcing Policy Packs Easier at Scale #232

Affected feature

Currently, applying policy packs to a set of stacks requires lots of manual clicks each time a new stack is created.

Create the stack, go to the Pulumi Cloud, Policies->policy group-> add stack-> etc

Consider making the management of applying policy packs to sets of stacks easier from a UX perspective. Something like enable team assigned policy packs? Or maybe policies get applied based on stack tags?

Adding teams to a policy group sounds like a great shortcut. Would pulumi service provider or improved REST API documentation in this area be helpful as well?
