Somethings changed in the pulumi CLI that's now causing TestStackReferenceDotnet to fail.

Skipping test for now with https://github.com/pulumi/pulumi-dotnet/pull/253. This needs a fix in pu/pu first.

This issue has been addressed in PR #255 and shipped in release v3.69.0.
