Use pulumi-policy-aws for AWS cross-resource checks #109

The @pulumi/providers is looking at this repo as a vehicle to express cross-resource best practices checks that would complement the AWS classic provider evolution, two current examples:

As part of this we also may want to look at revisiting open issues here, updating dependencies, getting rid of state dependency warnings, doing a new release, dogfooding with the service team and going through one round of issue cleanup.

It appears given the scope of this repo it'd be good to own it and take care of it on the AWS squad of the providers team, especially if we are using it as a recommended vehicle for cross-resource checks.
