Publish release binaries #2

We should publish binaries for Linux, macOS and Windows on tagged releases. We can then update the README to show how to use these instead of building from source.

Even better - if we publish these directly to get.pulumi.com then we can use pulumi plugin install ... to acquire the plugin. (And may be able to automate that acquisition in the future as part of work in pulumi/pulumi).
