Update publishing documentation #59

Current docs on publishing are a little out of date. Current best practice to to copy/paste/find+replace from an existing provider such as github.com/pulumi/pulumi-command

Update, copying/pasting from pulumi-command and pulumi-std did not work. There was substantial drift.

Ended up using github.com/pulumi/pulumi-pulumiservice as this seemed to be the closest.
