Build fails seemingly randomly when changing default password

The integration tests fail in a seemingly random fashion (but consistently within a branch) when attempting to set the default admin user's password, e.g.: https://github.com/pulumi/pulumi-rancher2/runs/5060301083?check_suite_focus=true

Per @jaxxstorm, we should add the following line to the setup script to address the issue: https://rancher.com/docs/rancher/v2.5/en/faq/technical/#i-deleted-deactivated-the-last-admin-how-can-i-fix-it
