Adopt ci-mgmt for CI #64

The GitHub Actions workflows in this repo have gotten stale. The most recent release required several tweaks to things to get the release out. This repo should adopt https://github.com/pulumi/ci-mgmt to automate keeping it up-to-date with how we release other providers.
