Consider emulating `terraform --refresh=false` behavior

Issue details

Finding some evidence that bridged providers mimic TF default behavior by default, and sometimes -refresh=false behavior results in different plans. AFAIK there is no way currently to make a bridged provider emulate that. Listing known use cases below:
