add a short section about how to release pulumi-yaml #516

Document this process so it's easy for anyone to pick this up and create a new release.

This ought to go to CONTRIBUTING.md, see the dotnet repo for a small example of that.

The test here seems flaky, and it's one I introduced. I'm fixing it in https://github.com/pulumi/pulumi-yaml/pull/517.
