chore: Upgrade Terraform Bridge Version

This PR upgrades the Terraform Bridge to v3.60.0 and the Terraform Bridge Provider Framework to v0.16.1. In addition the breaking change https://github.com/pulumi/pulumi/pull/13800 is handled.

• chore: bumped version of github.com/pulumi/pulumi-terraform-bridge/v3 to v3.60.1
• refactor(.github/workflows/release.yml): updated to new task layout and actions
• feat: added .github/workflows/pull-request.yml
• fix(.github/workflows/release.yml): using correct PYPI_PASSWORD secret name
• chore: bumped version of github.com/pulumi/pulumi-terraform-bridge/v3 to v3.63.2 and github.com/pulumi/pulumi-terraform-bridge/pf to v0.18.3
• chore: added provider/generate.go
• chore(provider/resources.go): added go generate statement to execute generator.go
• build(Makefile): added target generate
• chore: recreated provider and SDKs
