"when spamicity is down, pump.io goes down, right?" Well, not exactly. Only the pump servers using spamicity.info as a spam filter, which are not all. Also, they don't go down per se, they just prevent people from posting anything, not from receiving.
So, if spamicity is down and you follow someone from, say, pump.jpope.org, and they post, you'll receive that.
Still, redundancy for spamicity is needed, indeed ;)

would allowing others to make redundant copies of spamicity be a solution to spamicity's spottiness?
i had been thinking that by default allowing spam when it's down would take the incentive away from ddos'ing h8rs, but give the inventive to ddos'ing spammers, who would have some financial incentive. (that strategy might work when spamicities are all undergoing maintenance or not being ddos'd. maybe doing retroactive deletion afterwards, and notifying users about deleted posts.)
