Update Pointshop 2

Description

Players not getting points for staying alive / killing props. So basically, ps2 broke and needs update I'm guessing.

Also cause TTT I'm guessing has the same issue.

So it looks like, it lags for about a map and a half, before giving the points. TTT is running version 2.23.0 while PH is running 2.18.5 (i h8 u exo)
