So this is a world of pain and we as a community have got to come up with some better ways to do this. librarian-puppet is probably where this discussion should start.

R10K is another tool worth talking about. I'm well aware that the built-in Puppet Module Tool is deficient for anything but the most basic and straightforward use case. I'll be following this discussion to better understand what does and doesn't work with the various community-driven tools.
