FreeBSD does not have a Puppet service config #203

The config on some Linux distribution to control some aspects of how a service is managed does not exist on FreeBSD. This removes attempted management of that file on FreeBSD.

I've confirmed that the build failures are independent of this PR. I re-ran the previously-good test for the previous PR and got the same failures, so I'm going to merge this.
