Fixes missing install_options and uninstall_options for puppetserver_gem provider #6

The install_options and uninstall_options are not passed to the provider because the feature declaration misses ':install_options' and ':uninstall_options'

I'm having trouble with proxy options and would love for install_options to work. When is this targeted to be merged?
