(maint) - Remove Puppet.Dsc from module cache #276

Summary

Puppet.Dsc module was being cached by github actions, meaning we repuppetized our modules with an older version of the module.

We should always use the most up-to-date release of the Puppet.Dsc module, so have removed it from the cache.
