(BOLT-1407) Update apt-repo to pull bolt package from for dockerfile #113

Previously the puppet-enterprise-tools-release path was used for apt release repos. The enterprise string has been removed. This commit updates the dockerfile to pull from the updated repo path.

@mwaggett @underscorgan is this expected? Seems like it has changed since initial docker work.

@donoghuc yep, this is expected. The repo was renamed from puppet-tools to puppet-enterprise-tools due to confusion caused by enterprise being in the repo name
