(GH-1445) Add OSX 10.15 support #133

This adds the OSX 10.15 platform to the Bolt project, allowing packages to be built for the platform.

I started to type out a message to describe some other things I think would need to happen in bolt and then i realized it would be easier to just make a quick PR. https://github.com/puppetlabs/bolt/pull/1641
