(maint) Build el-6 packages on RedHat 6 #157

This updates the build process to build el-6 packages on RedHat 6. Previously, el-6 packages were built on centos-6, but the upstream repo for that platform was removed by centos. This same change can also be found in puppet-runtime.

Built locally and confirmed that bolt-vanagon was able to successfully build a package that can be installed and run on centos 6.
