Reverts puppetlabs/bolt-vanagon#186 due to https://tickets.puppetlabs.com/browse/BOLT-1586

@donoghuc There won't be problems with bolt-vanagon not supporting macOS 10.15 when we do the cjc revert? That'll add it back to the test/build targets.
