(BOLT-1594) Support for fedora 36 bolt packages #195

This commit updates building bolt packages for fedora 36 with the same RPM package overrides as puppet agent. See https://github.com/puppetlabs/puppet-agent/pull/2270 for details.

Built this locally and tested on a fedora 36 vm. Seems good from a manual glance. Will be good to see it go through acceptance testing once merged.
