(maint) Add semantic_puppet for puppet dependency #22

Unless we revamp where gems are included, I think we should add this in puppet-runtime (where we already declare the semantic_puppet component). We split gem dependencies between bolt-runtime and bolt-vanagon. Gems in bolt-runtime are there essentially to share version bumps with Puppet.
