(maint) Use published runtime settings rather than git repo #39

Switch from downloading the puppet-runtime git repo to get settings to loading them from a yaml file published with the puppet-runtime package.

According to @caseywilliams, CI should detect which format of puppet-runtime.json we're using and update it correctly.

Sorry, I just saw this. Looks like it needs a rebase but otherwise gtg!

Done. Passed an el-7-x86_64 build so I think the new puppet-runtime tag is good.
