(maint) Prepare for Ruby 2.5 in puppet-agent #49

Switch to installing bolt-server gems in a simpler gem path that doesn't include version, and update GEM_PATH to include both Ruby 2.4 and Ruby 2.5 paths to allow a clean upgrade from Ruby 2.4 to 2.5.

This didn't really work, binary gems don't aren't portable between 2.4 and 2.5.

Updated so this is ready for puppet-agent with Ruby 2.5.
