(ORCH-2295) Remove original plan executor service #94

The pe-plan-executor service is slated to be removed in kearney (in favor of the JRuby alternative). Since this service is in Johnson as well, it seems most correct to remove it in both branches.

I've done a test build of pe-bolt-server for redhat 7 and installed it on a PE master to test this -- everything seems okay to me (the service is not listed, and other functionality seems to work), but I am not sure of the best way to confirm that this is ok.

(I've also added a commit here that updates the .gitignore for a recent vanagon change that produces separate build metadata per platform)

I'm marking this as blocked until the enterprise modules repo doesn't expect to configure this service
