Ticket organization/epics

In light of shifting perf work to before the release, and with a view towards getting agent sim and PPC to an MVP, let's prioritize the tickets in the existing epics. We should close low-value tickets as won't do (for now, at least).

1) epics we can actually close 2) feature-based with subsequent epics for non-MVP items 3) prioritized within epics so you can pull from the top 4) new epic for non-epic maintenance / quick win / QOL items (Quality of Life)

Agent Sim vs PPC

• get PPC to the milestone where the functionality is usable for scale testing
• PPC will allow us to test more components within PE which is likely more valuable

Create Agent Sim MVP and Agent Sim Improvements epics.

@RandellP will create an Agent Sim label to apply to GPLT tickets that contain features we want to implement in Agent Sim.

• clear out the misc epic and assign tickets that are in issues without epics
