(maint) Update hadolint to ghcr.io #234

Is this something we should just do across the board (with this hadolint image in particular)?

Because we also lint in CD4PE with this image; should we just pull it from ghcr.io always?

It looks like these images might not actually be publicly available - filed an issue at https://github.com/hadolint/hadolint/issues/518
