(maint) Merge pupperware-commercial into subdirectory commercial #256

This is being done for a few reasons:

pupperware-commercial repo didn't track anything secret and was yet another place to make updates to when containers changed
it's useful to have shared testing gem changes get verified against the PE stack in addition to open source

Yeah, I'll do that @nwolfe ... just trying to figure out how to jam these specs together!

CI fail was against df2b1f8dc032c433da81ebd37b757284f4f2a8fb, which is a little bit ahead of this PR... merging this initial work in to pull the files, then picking it back up in an updated #255 - some of this content will be shuffled there as its currently dormant in this PR (i.e. the specs)
