(maint) Cleanup Solaris 10 configuration #2369

Solaris 10 is not a supported platform in Puppet 8. This commit removes the two Solaris 10 Vanagon platform configurations and updates the pl-ruby-patch component to remove Solaris-10-specific conditionals.
