There are four commits in this PR.
The first resolves a conflict with puppet-lint.
The second makes it so that Onceover can be used in CD4PE with the following job steps:
bundle install bundle exec onceover run spec --trace --parallel --force
The third removes the tagging step from the PR workflow as secrets are not available in PR's.
The fourth adds info to the readme about how to use Onceover with bundler
I have validated this by using it in CD4PE with our control repo
