(GH-311) Explicitly require Facter #312

Changes with how Puppet includes Facter as suggested in the ticket means that we need to explicitly include the library.

This small change allows the server to start, however there still appears to be issues related to the facter changes, specifically around how it picks up external facts injected through the environment.
