In the latest PE 2021.7.7 Installer for Ubuntu, the vendored module puppet_enterprise at /opt/puppetlabs/puppet/modules/puppet_enterprise/ ships a broken license. metadata.json just says proprietary. The /opt/puppetlabs/puppet/modules/puppet_enterprise/LICENSE contains this:
