(PA-7090) Correct system time on AIX #9491

We are encountering an issue with tests running on AIX due to incorrect system time. While we are waiting on a permanent fix in ITHELP-99479, this temporary workaround sets the timesync property on the Beaker host object to "true" if the host is AIX.
