Initial commit for remote authentication #20

Adds the following:

Favors configuration in $settings::confdir/node_manager.yaml if it exists
node_manager.yaml follows format of original classifier.yaml file
node_manager.yaml can specify alternates for:
- Console server
- Console port
- Custom SSL, key, and CA certificate
- RBAC token

Notes:

Token is favored over SSL configuration if both are supplied
Generating and whitelisting a certificate is out of scope
Generating a token and configuring permissions is out of scope
Debugging logs what type of authentication is used
Debugging logs $hostname ($ipaddress) if a remote server is used
