I started this, but realized https://github.com/puppetlabs/puppetlabs-postgresql/pull/1581 & https://github.com/puppetlabs/puppetlabs-postgresql/pull/1580 should be included too. The latter still has some test issues so I'd hold on that. Then this obviously needs to be updated.
