(CAT-2052) Bump SLES-15 package/product versions #1613

Summary

sles-legacy 15.5 version is no longer available in the default repos. Use the os.distro.release.full fact so that we don't have to bump the manually in the future.
Bump postgresql-server version from 14 to 16 since 14 is no longer available in the default repos.

Additional Context

This fixes the SLES-15 nightly issues.
