For my understanding purpose what is the criteria we look for these changes?

In this case only the version numbers changed. There were no functional changes which effectively did nothing.

When we make the somewhat rare functional change, like a new major Puppet version or a new major platform version, for example, they need to be represented into the json files in the 'sources' directory and then the appropriate versions incremented to indicate the change.

There could be other changes as well but they are even more rare.
