Provision beaker environment for PE 2015.2 #1

Prior to this PR, the Beaker Satellite and PE environment would fail to provision. This PR updates the PE environment to PE 2015.2 and correctly configures the Satellite host.

@jonnytpuppet Let's try this spec_helper_acceptance with the vmpooler config. If it works, feel free to merge.
