(maint) Prepare for #minor 3.16.0 release #1353

I'm hoping this will be the last release of 3.x and be the version that goes into our next PE 2021.7.x release. After releasing this I want to rename the main branch to 3.x and merge up to the 4.x branch. I need to then twizzle some internal autopromtions so that the new 3.x branch goes into PE 2021.7.x. Then rename the 4.x branch to main and do a 4.0 release.
