Add mk-tar.sh #25

Specify the generic names of the pets you want to include. DEV DOC and NLS will be automatically included.

mk-tar.sh will create updated Packages-puppy-*-official files based on the versions from ibiblio.org

Unfortunately, I couldn't figure out a good way to add support for ARM pets, which use a different directory at ibiblio.org. If I decide to compile ARM pets I may just make a separate version with hard-coded paths just for ARM pets.

You could just compile ARM pets and then put them in a specific directory
