add native numlock for labwc #4198

0.6.6 supports numlock in rc.xml
removed numlockt.c and the build line in petbuild
removed numlockt from /usr/sbin/quicksetup
added routine to add numlock in quicksetup for labwc/rc.xml
adjusted rc.xml in labwc petbuild accordingly
the default is off of course

@dimkr, seems to work fine but the implementation in labwc may need fine tuning, or perhaps there are limitations left there intentionally. No big deal either way IMHO.

Feel free to merge or discard. I don't have a problem pressing the Num-Lock key :XD:

lol, same here

I'll merge once I'm done with #4197 and #4196, the latter also affects labwc and the trailing separator makes me sad.
