Upload to NonGNU ELPA #64

envrc is the last package I use which is not in NonGNU ELPA (and therefore installable in Emacs without any configuration). It would be nice if it was uploaded.

Actually, uploading to GNU ELPA or even bundling with Emacs itself would be great. I think this would be an excellent addition to core Emacs, especially with the project.el support making projects much nicer.

I'm open to this, and last week I made a number of packages ready for it by adding the correct headers — see this comment: https://github.com/haskell/haskell-mode/issues/1755#issuecomment-1665193258.

So someone else in that thread or elsewhere might pick up the task of adding this package (and inheritenv, which it depends on) to one of the ELPA archives. I have very limited time at the moment, so I'm unlikely to work on that myself in the near future, sorry, but happy to support where necessary.
