@Trevoke I don't think this is an issue with setup-emacs. I have never used eldev, but according to other examples using it on GitHub Actions, you may not need to run eldev prepare.

Besides, it might be a missing security certificate, or something like that?

We can also close this, the problem was eldev on emacs 26 when installing org and anything else: https://github.com/doublep/eldev/issues/52

problem got fixed in eldev 0.9.3
